Certainly not so. At high-constraint levels we cannot be
flexible in carrying
out the designed research; if we are,
then it won’t be high-constraint
(controlled) research.
Flexibility is important in lower-constraint research. Of
course,
in high-constraint research we could be flexible to the point of
throwing out what we are doing and proceeding in some other fashion.
