Designing Program Evaluations

For each of the following situations, outline the design of a program evaluation. In your outline, describe two or three possible designs that might be used. Identify the dependent variables that should be measures and how you might go about measuring them. Outline methods for collecting the data that will minimize disruption of the programs and will provide uncontaminated data.

  1. The county court system has been noticing a large increase in shoplifting among high school students. They want to implement a first-time offender program that involves a series of steps to sensitize students to the consequences of shoplifting for their future. The question you are to address is how to evaluate this program against the more traditional programs that have been in existence.

  2. A company is interested in expanding its markets into another region. It wants to take advantage of this move to evaluate the distribution mechanisms it uses. Its plan is to divide the new region into two sub-regions and to implement a different distribution strategy in each sub-region. Your task is to design the evaluation of the effectiveness of these two strategies on such dimensions as cost, speediness, customer satisfaction, and quality control.

  3. A high school wants to change its grading policy in an effort to improve performance while decreasing what it considers to be an unhealthy level of cut-throat competition among students. How would you evaluate the effectiveness of such a new program?
